Homeowners can lock into the more popular 15-year refinance loan at 3.375% with a 3.468% APR. For the lowest rate and savings, homeowners can get a 5/1 refinance ARM at Capital One today with a 3.125% interest rate for the first five years and a 2.939% starting APR.
